General Post Office, Hongkong, 3rd October, 1901.

I have the honour herewith to submit a letter dated 12th ultimo from the Acting Postmaster Shanghai recommending certain increases and additions, and a further minute and list dated 26th September last involving a monthly increase of $79.

2. Clearly for the credit of the Administration the Chinese employees should be clothed in uniform - two suits of winter uniform and three suits of summer apiece for sixteen men would cost for making: 16 hats, 16 Oilskins, 16 Letter bags. Total.... $9.80 60.00 15.20 $85.00 $129.00 the material being supplied from store. In addition each man should receive as here $1 1/2 a quarter to buy boots and socks or for sixteen men for the year $96 - making a total for a year of $225, exclusive of material.

3. The Marine Stampers should receive $13 a month. Mr. Dixon has shown good reasons for the increase. This will involve an increase of $1 a month to the four Marine Stampers employed here - they are useful men, discharging
